Threats of harm or actual harm to a person’s physical or mental health or safety are prohibited. Such conduct includes, but is not limited to:

Persistent or severe verbal abuse, threats, intimidation, harassment, coercion, bullying, derogatory comments, vandalism, or other conduct that, 1) threatens or endangers the mental or physical health; or 2) safety of any person; or 3) causes reasonable apprehension of such harm.
